The real cost of SA’s most expensive website

by Arthur Goldstuck (@art2gee) More was spent on the planning of the Free State government web site than most South African corporates have ever spent on the full development and implementation of their web sites.

The tender was awarded by the Free State Province on 24 February 2012 for the “Redesign/Relaunch of a comprehensive and integrated website” to the “Cherry Ikamva-Jugganaut Joint Venture”. It includes four phases prior to implementation, followed by implementation, maintenance and “content generation and management”.

The tender award document, supplied yesterday to Radio 702 by the Office of the Director General of the Free State Provincial Government, makes for startling reading.

YouTube also happens to be the third most visited site among Internet users globally.

That highlights another trend that is so significant, it is an information revolution in itself: video has become one of the most popular forms of accessing information online. The trend has enormous implications for education, health, business and even politics.

Real estate agents are using video to showcase properties, the tourism industry is using it to offer virtual tours of prospective accommodation establishments, schools and universities are using it to share the lectures and courses of some of the world’s great teachers, and business are using it for training and communications.

As budgets dry up online looks up

Despite the global financial slowdown – as nice a way of saying ‘global recession’ as anybody and CNN has been able to come up with – at least one marketing medium will expand its share of the revenue pie, even as others prepare to face cutbacks and closures.

After online ad revenue grew 24% in 2006, 27% in 2007 and 32% in 2008, World Wide Worx researcher Arthur Goldstuck predicts it will grow 32% in 2009. This will see revenue jump from R319 million in 2008 to R419 million this year.
